Mayor Solomon and Kushner Real Estate Announce Plan to Build Affordable Housing at 808 Pavonia Avenue

JERSEY CITY, NJ — In a significant development for Jersey City, Mayor James Solomon, in collaboration with Kushner Real Estate Group (KRE), has unveiled plans to construct affordable housing at 808 Pavonia Avenue. This initiative marks a major redirection from the previously planned Pompidou Museum site to a project focused on affordable housing for the city’s residents. The announcement was made on March 2, 2026, signaling a shift in the Journal Square project’s trajectory towards addressing the pressing need for affordable living spaces in Jersey City.

According to Mayor Solomon, the decision came as a solution to the unsustainable financial path that the Pompidou Museum project was heading under the previous administration. Mayor Solomon highlighted the flexibility and willingness of KRE to reenvision the project towards affordable housing, citing it as a vital partnership for the city. “The previous administration left Jersey City with no financially responsible way to move forward with the Pompidou concept,” Solomon stated. “But we appreciate KRE’s willingness to partner with us on a new vision. They came to us with a proposal for pivoting from the museum to badly needed affordable housing. That kind of flexibility deserves recognition. It’s exactly the kind of partnership this city needs, and the type of work that will be a trademark of this administration.”

Jonathan Kushner, President of KRE Group, reiterated the company’s commitment to the community of Journal Square and the broader Jersey City. “We’ve been building in Journal Square for over two decades, and we’re invested in this community’s future,” Kushner expressed. “We want what is best for the neighborhood and all of Jersey City and reimagining this project as affordable housing pushes forward our long-term dedication to building a better Jersey City. We’re proud to partner with the city on this.”

The project, termed Artwalk Towers, is a twin-tower development located directly opposite the Journal Square PATH station, with construction of the first tower already in progress following a $175 million construction financing deal secured by KRE in late 2024. Ward C Councilman Tom Zuppa voiced his support for the initiative, emphasizing the potential for the project to provide not just affordable housing but also much-needed community space for recreation, seniors, artists, and more. “Journal Square’s revitalization is going to be for our residents who deserve access to affordable housing and my expectation is to provide them with much-needed space for community,” said Councilman Zuppa.

Further details on the affordable housing component, including the planned affordable unit count and levels of affordability, are expected to be announced shortly. This development is part of Mayor Solomon’s administration’s broader efforts to make Jersey City a more affordable and community-oriented city for its diverse population of over 290,000 residents.
