JCPD Officers Rescue 5-Year-Old Child, Arrest Suspect in Violent Domestic Incident Following 3-Hour Negotiation

JERSEY CITY, NJ — In a remarkable act of courage and precision, members of the Jersey City Police Department (JCPD) successfully rescued a five-year-old girl and apprehended a suspect following a violent domestic incident that culminated in a tense three-hour negotiation on Sunday, March 1. The operations were conducted by the JCPD officers and the Emergency Service Unit (ESU) on Claremont Avenue in Jersey City, NJ.

According to a press release from the Jersey City officials, the officers were called to the scene after reports of a domestic disturbance. Upon arrival, they encountered a 39-year-old female victim, bleeding and distressed, who reported that her ex-boyfriend had forcibly entered her apartment by breaking a window from the fire escape. The victim reported that the suspect had then assaulted her multiple times, threatened her life, and subsequently barricaded himself inside the apartment with her five-year-old daughter.

The ESU, trained in crisis and hostage negotiation, managed to force entry into the apartment and safely locate the young girl, who was found unharmed and immediately reunited with her mother. The negotiation team maintained communication with the suspect, who had shifted to another vacant apartment, eventually persuading him to surrender peacefully.

Mayor James Solomon and Acting Public Safety Director Anthony Ambrose praised the actions of the JCPD and the ESU, highlighting the professionalism and preparedness that averted potential tragedy. “This incident could have ended in tragedy,” Mayor Solomon remarked. “Because of the decisive, disciplined response of our police officers and Emergency Service Unit, a young child was brought to safety, and a dangerous individual was taken into custody. This is exactly the level of professionalism and preparedness our residents deserve.”

Director Ambrose commended the officers for their coordinated response and ability to secure a safe resolution without further injuries, emphasizing the significance of ESU’s crisis negotiation training and tactical execution in protecting innocent lives.

The suspect, identified as 33-year-old Mr. Kevin Evans of Newark, has been charged with multiple offenses, including Home Invasion Burglary, Robbery – Bodily Injury, Aggravated Assault, Criminal Restraint – Risk of Serious Bodily Injury, Terroristic Threats, Endangering the Welfare of a Child, Criminal Mischief, Failure to Allow Fingerprinting, Defiant Trespass, and Bail Jumping.
