The Jersey City Redevelopment Agency is accepting proposals to acquire and redevelop the historic Hudson and Manhattan Railroad Powerhouse and an adjacent parcel in the Powerhouse Arts District, according to an RFP posted on the agency’s website.

The properties are 350 Washington Street (Block 11609, Lot 1) and 80 Bay Street (Block 11609, Lot 2), both owned by the agency and located in the Powerhouse Arts District Redevelopment Area. Proposals are due by 4 p.m. EST on Dec. 3, 2026, delivered to the agency at 4 Jackson Square, Jersey City, NJ 07305, attention Robert G. Napiorski, Project Manager.

The RFP asks developers to preserve the existing Powerhouse building, maximize the site’s potential, and benefit the surrounding area. Projects that would require amendments to the Powerhouse Arts District Redevelopment Plan will be considered, subject to City approval of any plan changes.

Jersey City Times reported Sept. 29, 2026, that the Port Authority of New York and New Jersey is preparing to vacate the Powerhouse and that the solicitation specifically calls for a preservation plan. Advocates who want to save the structure say they are aligned with the city for now, while remaining concerned a cash-strapped city could eventually accept a demolition option.

The Powerhouse has long been a landmark in downtown Jersey City’s arts district. The agency said the selected redeveloper would take the properties by sale or ground lease under a redevelopment agreement consistent with the Local Redevelopment and Housing Law. Evaluation will weigh design innovation, financial viability, and community impact, according to the solicitation.

Interested teams are expected to show how their plans fit the redevelopment area and engage surrounding neighborhoods. Questions about the solicitation should follow the timeline posted with the RFP.
